Why Display Temperature Matters for Perishable Foods

One of the most common reasons food retailers and HoReCa establishments receive fines or warnings from ANSVSA and DSVSA is failure to comply with the storage and display temperatures required for perishable products. Meat, dairy and fish are the most temperature-sensitive food categories – a difference of just a few degrees can encourage the growth of dangerous bacteria, putting consumers' health at risk and damaging your business's reputation.

Romanian and European legislation clearly define the permitted temperature ranges for each product category. Compliance with these regulations is not optional – it is a legal obligation and, above all, a responsibility towards your customers.

Legal Temperatures for Meat

In accordance with EC Regulation No. 853/2004 and applicable national legislation, the storage and display temperatures for meat are as follows:

  • Poultry, minced meat and meat preparations – maximum +4°C
  • Beef, pork and lamb (whole or cut) – maximum +7°C
  • Offal and by-products – maximum +3°C
  • Frozen meat – minimum -18°C

  • Fresh cheeses (cottage cheese, ricotta, fresh brined cheese) – maximum +4°C
  • Ripened and semi-ripened cheeses – between +4°C and +8°C, depending on the manufacturer's specifications
  • Butter – maximum +6°C at point of display

Dairy products must be displayed in closed or semi-closed display fridges to prevent temperature fluctuations caused by the ambient environment. Legal Temperatures for Fish and Seafood

  • Refrigerated packaged fish – maximum +2°C
  • Live crustaceans and molluscs – between +5°C and +10°C, subject to specific transport and storage conditions
  • Frozen fish and frozen seafood – minimum -18°C

Fish display cabinets have specific construction requirements – they need drainage systems for meltwater from ice, surfaces that are easy to sanitise, and a higher refrigeration capacity. Beyond choosing the right equipment, there are several operational rules that every retailer must follow on a daily basis:

  • Check display cabinet temperatures at least twice a day and record the readings in your monitoring log.
  • Do not overload display cabinets – products packed too tightly restrict cold air circulation and create areas with higher temperatures.
  • Ensure that cabinet doors and door seals are in good condition – a worn seal can increase energy consumption and raise the internal temperature.
  • Carry out preventive maintenance on refrigeration equipment at least once a year.
  • Train staff on hygiene rules and the correct handling of perishable foods.
